This project to create a new district was intended to match the most cherished aspirations of contemporary society, first and foremost that of a renewed relationship with the natural environment. The underlying concept was to construct buildings around a new urban park.

Although the site was initially an enclave, the Issy Coeur de Ville project proposed restoring continuity with the town centre. Designed as a true urban graft providing an extension of the adjacent streets across the site and consisting of built blocks of the same scale and shape as the existing blocks, the district has been opened up to the town via its five town gates. These afford views of the town’s emblematic elements (church towers, remarkable trees, the town’s cultural heritage, and so on).

Around the park, the apartment buildings have been sectioned into successive tiers so as to leave this planted space wide open to the sky and ensure it receives plenty of sunlight. This layout has created a real green valley and enabled homes to be provided with outdoor areas in the form of terraces shaded by pergolas. Within the park, particular care has been applied to the paths, the hard and planted surfaces, and the choice of tree and ground-cover species.

This project is also characterised by its functional, generational and social diversity. Privately owned and social housing organised in five blocks is combined with office blocks spread across three complexes. The ground floors are occupied by shops, restaurants and brasseries which overlook the central park. Also located here are a nursery school, primary school, day nursery, accommodation for the elderly, a digital design workshop and cinemas.

This project also demonstrates that urban density can be a positive thing. Consisting of 105,000 m² of floor space on a 3-hectare plot, its architectural structure and landscaping offer town-dwellers a district that is densely populated, yet open and airy. Thanks to arrays of piercings, building in tiers and skilful use of scale and levels, the vision is consistently light and airy and offers great architectural variety. Lastly, this new district is exemplary in terms of environmental friendliness and energy saving. The office blocks are positive-energy buildings and the district as a whole is certified “Well Community”, boasts the Biodiversity label and is powered by 70% renewable energy.
